A: When Jews are the targets.

Gaza militants on Wednesday fired a barrage of rockets at Israel, one of which blew up near a supermarket lightly wounding two peopleand fuelling concern that violence could flare up as a six-month truce ends this week.
Yep, violence could flare up any minute. And the AFP stands ready to report it. When it happens. As soon as it happens. Violence hasn't happened yet (damaged cars and supermarkets and wounded Jews notwithstanding) but when it does (i.e when an Arab gets hurt), the AFP will be sure to let us know.
